We are citizens, residents, homeowners, business people and taxpayers. We are deeply concerned about the future of our city. With mismanagement and dismally poor leadership, we are experiencing a $20-million-plus city deficit, higher utility and other taxes and city employee layoffs. Potential, once the envy of other cities in the county, is being frittered away. Cities all around us with council-manager government are doing quite well, even with a challenging economy. We and you have an opportunity to stop Lynnwood's decline and once again move forward into a bright future for all of us. Join us in our concerns, our effort and our campaign to get Lynnwood voters to support a November 8 ballot measure changing our form of government to council-(professional) manager.

A New Model for Management  Edwards learned, for example, that communities with city-manager forms of government are nearly 10 percent more efficient than those with strong-mayor governing structures. This finding validates the assumption that placing executive authority in a professional, nonpartisan manager leads to more efficiently managed communities. Managers, writes Edwards, "are important.
